Functions

1. To formulate and implement regulations and standards on market operation tuning.

2. To lead the statistics collection and monitoring of market operation, to develop the statistical index system, and collect data on market operation, to supervise and analyze the functioning of the market and the supply/demand status of commodities, to research and analyze commodity prices, and conduct forecast, early warning and information releases; to research and put forward policy recommendations on market operation and tuning, and to resolve through coordination major issues concerning market operation.

3. To undertake market regulation for important consumer goods, to be responsible for perfecting the emergency management mechanism of daily necessities, and undertake the management and market regulation of reserves for important consumer goods including meat, sugar, border-sale tea and small packaged food, etc.

4. To be responsible for promoting consumption in commercial areas, to make proposals and raise policy recommendations; to take charge of connection of production and distribution of major commodities, and to coordinate and resolve difficulties in selling and buying farm produce.

5. To organize and guide the "Three Green Project", and to be responsible for the guidance and management of commodity circulation for the "food basket" program.

6. To manage the circulation of alcohol, to formulate and implement related regulations, standards and policies.

7. To formulate industry plans and development policies for the cocoon and silk industry, to coordinate industrial development, to organize exploration of the international market, and to implement raw silk reserve building.

8. To regulate the circulation of refined oil, to supervise and manage the circulation of refined oil in accordance with related regulations, and to coordinate and manage enterprises’ operation of commercial oil reserves.

9. To undertake other tasks assigned by the leaders of the Ministry.
